
The approval of the Red Tape Reduction Implementation Act by the Government of Alberta in 2019 amended the Municipal Government Act to add provisions requiring that Joint Use and Planning Agreements (JUPAs) be adopted between municipalities and any school board operating within their boundaries. These agreements must be in place by June 10, 2023.
JUPAs are intended to lay out a process for the municipality and school boards to discuss matters relating to the planning, development and use of school sites, transfers or disposal of land allocated for schools, servicing for school sites and the use of school and municipal facilities on reserve lands. They also must address how the parties will work collaboratively, and how disputes will be resolved.
While Foothills has had a JUPA in place with Foothills School Division and Christ the Redeemer School Division for some time, the agreement requires amendment as it no longer meets the needs of the parties involved and does not include all three school boards in the County. The proposed JUPA was developed to ensure that the needs of the municipality and the school boards were met in accordance with all of the requirements of the new legislation.
Prior to adopting the agreement the County and the School Boards wish to invite the public to review the proposed agreement and provide comments or concerns.
