Highway 2A Industrial Area Structure Plan Off-Site Levy Bylaw

Foothills County is seeking feedback on a proposed Off-Site Levy Bylaw for lands within the Highway 2A Industrial Area Structure Plan.

What is an Off-Site Levy?
An off-site levy is a development charge authorized under Alberta's Municipal Government Act. Levies help fund infrastructure needed to support new development and are paid when land is developed or subdivided. 

Why is Foothills County Proposing a Levy?
Significant infrastructure is required to support future industrial and commercial development within the Highway 2A corridor, including:

  • Water infrastructure
  • Wastewater infrastructure
  • Transportation infrastructure

The proposed levy would allow growth-related costs to be shared by future development rather than existing taxpayers. 

Benefiting Area

The proposed levy would apply only within a defined benefiting area of approximately 1,000 hectares in the Highway 2A Industrial ASP. This represents the area that can currently be serviced under existing approvals and utility capacity. Refer to the Benefiting Area Map.

Proposed Off-Site Levy Rates

The proposed levy rates are based on the estimated cost of growth-related infrastructure that directly benefits lands within the benefiting area.

The levy would be calculated using the gross development area associated with subdivision and development applications.
