Foothills Crossing ASP

Work has begun on an Area Structure Plan (ASP) to support future highway commercial development on the lands on the east side of Highway #2 between Highway #23 and 498th Avenue. The Terms of Reference for this project were approved by Council on April 29th, 2020 and the Engagement Strategy was approved on June 24th, 2020. Links are provided above for both documents.

Foothills County Council's goal is to ensure that the proper planning framework is in place for this area so that development may proceed in an orderly fashion. They also wish to ensure costs for infrastructure that will be required to support development are understood and can be shared equitably. The ASP will outline a future land use concept for the plan area and will examine what transportation and stormwater managment infrastructure will be required to support development as well as how stormwater will be managed.

County administration met with landowners in the plan area and other identified stakeholders. An RFP for transportation and stormwater studies was developed.

ISL Engineering was hired to undertake the technical study for the plan area. A site analysis and the preliminary technical study commenced and then two preliminary concepts were developed.

Phase 2 Engagement

County staff re-engaged with area stakeholders to share the results of the site analysis as well as the two preliminary concepts.

Council reviewed and accepted the Phase 2 Engagement Report regarding the on-line engagement that took place through April 2021.

Staff have completed work on a draft Foothills Crossing Area Structure Plan document and Foothills County Council has given direction to request feedback from stakeholders and the public.

On December 15, 2021 Council accepted the Phase 3 Engagement Report regarding the on-line engagement that took place through October and November 2021.

A public hearing was held March 23, 2022 and subsequent to the hearing Council granted first reading to Bylaw 14/2022 which upon 3rd reading will adopt the Foothills Crossing Area Structure Plan.  

As a statutory plan that contemplates an employment area the plan will require approval by the Calgary Metropolitan Region Board (CMRB) before the County can grant final readings to the bylaw adopting the plan. On April 6, 2022 the County submitted the ASP to the CMRB for approval under the Calgary Metropolitan Region Interim Growth Plan but subsequently withdrew and resubmitted the plan on August 16, 2022 after the fulsome Calgary Metropolitan Region Growth Plan came into effect.

On November 18, 2022 the Calgary Metropolitan Region Board voted to approve the Foothills Crossing ASP under the Regional Growth Plan allowing Foothills County Council to consider granting final readings to Bylaw 14/2022 which would adopt the Plan.

On November 30, 2022 Foothills County Council granted 2nd and 3rd readings to Bylaw 14/2022 adopting the Foothills Crossing Area Structure Plan. The approved version of the plan can be found below.
